This ambitious project involved constructing new facilities, alongside extensive expansion and refurbishment of existing structures at both the Marngoneet Correctional Centre (MCC) and the Metropolitan Remand Centre (MRC).

The development introduced five purpose-built accommodation blocks, specifically designed to improve living conditions for inmates, complemented by a range of essential amenities. Key features of the project include:

  • Staff Amenities: Enhancing employee welfare.
  • Secure Gatehouse: Ensuring controlled facility access.
  • Stores: Providing storage for operational supplies.
  • Prisoner Shop: Retail services for inmates.
  • Visits Areas: Dedicated spaces for family and legal visits.
  • Management Unit: Centralised operational oversight.
  • Reception Area: A welcoming space for visitors.
  • Laundry: Facilities for inmate clothing.
  • Kitchen/Dining Areas: For meal preparation and communal dining.
  • Specialist Intervention Unit: Tailored support for inmate rehabilitation.
  • Programs Expansion Area: Catering to education and rehabilitation activities.
  • Health Centre: Delivering essential medical care.
  • Key Rooms, Sallyport, & Yards: Secure storage, controlled entry/exit, and outdoor recreational spaces.
  • Car Parking: Accommodating staff and visitors.
  • Infrastructure & Security Integration: Enhancing safety and operational functionality.

DCWC provided expert Quantity Surveying services throughout pre-construction. This included meticulous cost planning from the initial concept design stage to pre-tender estimates and in-depth tender evaluations. The focus on budget optimisation, resource management, and value engineering ensured the project’s financial efficiency and feasibility.

Following a rigorous tender evaluation process, DCWC was commissioned to deliver a comprehensive Technical Due Diligence Report. This detailed analysis assessed the financial capabilities of the D&C Construction bid, reviewed costs and project timelines, and evaluated the delivery of Facilities Management services and lifecycle costs. The report ensured the project met industry standards and operational requirements, guaranteeing long-term success and alignment with client objectives.
