In 2015, Transport for NSW unveiled plans for the Circular Quay Renewal project, aiming to upgrade one of Australia's most visited areas, the Circular Quay Precinct.
This Public-Private Partnership projects aims to address two primary issues: replacing the aging Southern Promenade located north of the Circular Quay Train Station and providing wharf and promenade infrastructure compliant with the Disability and Discrimination Act and Australian Safety codes.
The scope of the project encompasses several key components, including the construction of six new wharves, landside works involving a complete refurbishment of the Circular Quay Train Station, the creation of approximately 3,500 square meters of new retail space, the development of paving and a new promenade, the revitalisation of First Fleet Park, modifications to the Cahill Expressway to improve the area, and further enhancements to public spaces. The project is set to be completed in 2027.
To ensure the success of the project and manage technical risks associated with design, construction, operations, maintenance, and handover, DCWC was engaged to provide Lenders Technical Advisory support. Our Infrastructure team conducted an objective assessment of the project's technical risks and prepared a final due diligence report that informs the financiers' investment decisions in 2021 to enable the progression of this critical project.
During this process, DCWC worked alongside Agonis Group, leveraging their expertise in construction methodologies, particularly in marine construction. This collaboration enabled us to find solutions to the challenges posed by building in a densely populated and highly trafficked area.
