Exciting news to close out 2025 with the announcement of five promotions, each recipient demonstrating exceptional leadership, expertise, and dedication.


As we approach the end of the year, we’re pleased to announce a number of well-earned promotions across DCWC. These promotions recognise individuals whose commitment, expertise and leadership have made a meaningful contribution to our continued growth.

Andrew Loh – Executive Director, Infrastructure

Andrew brings exceptional skills in project, cost, and risk management, with more than 20 years' experience across major infrastructure and heavy engineering projects. His extensive background spans key sectors including water utilities, rail, roads, ports, oil & gas, health, commercial, and defence. A trusted leader, Andrew has successfully delivered Lender's Technical Advisory and Financier's Certifier services on landmark projects such as the North East Link and Circular Quay Precinct Renewal, demonstrating expertise across diverse procurement methods, including PPP, EPCM, Alliance, and Program Alliance models. His commitment to excellence in cost management and risk mitigation reflects the strategic leadership and industry expertise we seek in this executive role. Sherwin Ogle – Associate Quantity Surveyor

Sherwin brings extensive experience in cost management and project delivery, with proven expertise in cost planning, value engineering, and contract administration. His careful, client-oriented approach ensures cost efficiency while upholding the highest standards of building performance. A trusted professional across diverse sectors—from Education and Health to Retail and Infrastructure—Sherwin's commitment to technical excellence and talent for managing complex projects reflect the professionalism and expertise we seek in our team. We're confident his continued growth will make a meaningful impact in this role. Zuki Zhao – Senior Quantity Surveyor

Zuki has demonstrated a continued commitment to growth, consistently improving her technical expertise through the delivery of complex surveying projects. Her resilience and adaptability drive her progress as she transforms challenges into opportunities for learning and refinement. A valued team member, she builds strong relationships through authenticity and collaboration, earning trust through dependable, meticulous work. Her dedication to professional excellence and commitment to continuous improvement embody the qualities we seek in our senior leaders. Sam Quick- Senior Project Manager Sam has demonstrated continued commitment to growth, improving his skills through delivery of multiple challenging projects. His resilience and adaptability drive his progress as he turns feedback into improvements. A valued team member, he builds strong relationships with authenticity and collaboration, balancing responsibilities and personal priorities. His commitment to growth and subtle excellence embodies qualities of senior leaders. Rebecca Bartlett- Senior Project Manager Rebecca is a dedicated, high-performing professional who takes full responsibility for her duties. Her openness to feedback and dialogue shows her maturity and commitment to growth. She has earned significant trust through consistent and dependable work across her portfolio, regardless of project challenges or external factors. Her promotion highlights her ability to lead with integrity and deliver impactful results. Tien Phung- Senior Project Manager Tien has been key team member, providing stability, expertise, and innovative leadership to large and complex projects. His dedication to professional growth makes him a trusted leader with shared values and broad technical skills essential to our success. His focus on excellence, seen in his professional and personal efforts, reflects the high standards he maintains. Joel Anthony- Senior Project Manager Joel has quickly made a meaningful impact since joining our team by leveraging his extensive experience and decisive approach to solve complex issues. His dedication has led to excellent results in challenging portfolios, always with professionalism and skill. His talent for building trust, shown by strong relationships internally and with stakeholders, positions him well for continued success this senior role. Alan Tang - Quantity Surveyor Alan has consistently enhanced his expertise and knowledge in professional quantity surveying, effectively integrating academic success with real-world experience. Leveraging his university education and practical project work, he has played a role in cost planning, measurement, and project management, ensuring precise and efficient project results. His proactive attitude, enthusiasm for learning, and expanding technical skills form a solid basis for his advancement from Cadet Quantity Surveyor to Quantity Surveyor.
