This project represented an ambitious undertaking, encompassing approximately 24,000 square meters across 32 levels.
A joint venture valued at $250 million, the City Tower was undertaken by ISPT, Victoria University (VU), and the Victorian Department of Education and Training, with the goal of consolidating various rented VU city facilities scattered across the CBD into a single modern campus building.
VU owned the land at both the Land Titles Office (LTO) and the Former Records Office (FRO) sites in Melbourne's CBD. To facilitate development, VU enlisted our Project Management and Quantity Surveying divisions to oversee the amendment process for an existing town planning permit before taking the development to market.
DCWC provided strategic guidance to VU on engaging ISPT as the developer to acquire the LTO site for their use. VU utilised the proceeds from this sale to fund the fit-out of the tower and refurbish the existing FRO site to meet their learning and teaching needs.
In addition to managing the planning process, our Quantity Surveying division offered critical construction-related advice to both VU and their financial advisor throughout the transaction. For the VU City Tower fit-out, our Project Management division acted as the client-side Project Manager, overseeing the fit-out component of this developer-led initiative. The project was successfully completed in 2022 with excellent student and staff utilisation since opening.
