The Mildura Base Public Hospital (MBPH) is a subregional health service located on the north-west Victorian border.
It supports a tri-state population from Victoria, New South Wales, and South Australia. As a geographically isolated facility, MBPH faces significant operational pressures, with occupancy rates routinely exceeding 95%. Following its return to state operation in 2020, a Clinical Service Plan was commissioned to address the hospital’s current and future strategic needs.
DCWC provided comprehensive clinical health planning services to support the redevelopment of MBPH. These included:
- Clinical Service Planning: We worked with stakeholders to identify current and future demand, infrastructure requirements, and the health and social needs of the catchment area, forecasting needs through to 2037.
- Model of Care Development: High-level Models of Care were created to reduce reliance on bed-based services in favor of non-institutional day and wellness services.
- Master Planning and Feasibility: We developed a range of master plan options that separated acute and ambulatory services, improved campus accessibility, and aligned with operational priorities.
- Functional Briefing: Our team prepared the Functional Brief and Schedules of Accommodation, ensuring alignment with the endorsed Master Plan and Feasibility Study.
Key Considerations
- Cultural Safety: With a significant Aboriginal population in the region, cultural safety and co-design were integrated throughout the Model of Care and architectural design process.
- Stakeholder Collaboration: We engaged extensively with the Department of Health, VHBA, and the health service to ensure the redevelopment reflected the needs and priorities of all stakeholders.
The redevelopment of MBPH will be part of a staged regional health service expansion. The business case for the project is currently under review by the Department of Treasury and Finance. Once funded, the new facilities will enable MBPH to deliver enhanced, culturally safe, and accessible healthcare services for the tri-state community.
