Cbus Property is a wholly owned subsidiary of Cbus, the industry superannuation fund for the construction, building & allied industries. A significant investor in property across Australia, Cbus has over 732,000 members nationally; and  is responsible for the strategic performance and management of direct property investment business.  Their current portfolio  exceeds $3.2 billion, has a further $5 billion of development, and includes major investments and developments in the commercial, retail and residential sectors. 


The Brief

Seeking solutions from the development market, Victoria Police sought a purpose-built environment that would meet the needs of their various units. Critical to the success of this project was the assurance that Crime and Intelligence Departments would be able to efficiently and effectively deliver their services to their response zones.

Completed in 2015, and designed and constructed to exacting security and resilience standards, the new City West Police Complex showcases a positive urban environment in Melbourne’s CBD. Incorporating creative landscaping, the new 15-storey building accommodates 1,500 law enforcement officials, as well as a 2.5 storey basement facility constructed above Melbourne’s City Loop Train Tunnel Network.

Donald Cant Watts Corke successfully partnered with Cbus property to deliver the new headquarters and 24-hour police station in Melbourne CBD West for Victoria Police.

The Strategy/Solution

Donald Cant Watts Corke, with Cbus Property and their design and construction partners, including Woods Bagot and Lend Lease:

  • Provided an optimum solution
  • Were awarded a lease by Treasury and Finance for Victoria Police.
  • Delivered superintendent, project management, and Request For Proposal support Implemented extensive negotiation and engineering reviews with stakeholders, construction and engineering partners to successfully construct above tunnels without effecting the tunnel integrity or train timetables.
